Choosing the best hosting provider for your site will highly depend on the purpose of the web site. Some people are simply too overwhelmed with lots of things that they end up choosing a hosting provider that would offer too much for a personal blog site.
Keep in mind that if you are doing something simply for personal stuff, getting the free hosts will do just fine. If it is for business, weigh in on the benefits of having a paid web host and see if your site would really need too much Internet space. Just remember though, that if you choose the free domains, any ads that would appear in there will not generate income for you but for the provider of the hosting.
Also remember that there will be limited resources for free hosts, but it should not be a problem if it is merely a personal site. If it is a blog site, you can always use Blogger or WordPress for it, at least you have adsense to give you extra revenue.
